For the second year in a row, Comal ISD has reduced the pay scale of their teachers. 

The district has done this by taking away the step in pay that teachers earn by the number of years they have been teaching. A teacher in Comal has not progressed in their pay step, and new teachers entering the district are being paid less than those that entered the district two years ago.

Just a thought, this is most likely a budget problem as in reduced tax revenues which come from reduced property tax revenues from the reduced property values on Lake Dunlap because of the dam failure cause by lack of maintenance in the dams over the years by GBRA. So I would ask them for the money. They can afford a EXPENSIVE new building in NB. By the way, they will deny everything. Nothing is their responsibility.
